Argos Utilities Hires New President of Contracting Enterprises, Inc. & Expands Service Territory

Bethesda, Maryland – Argos Utilities Corporation (“Argos Utilities”) and its President & CEO, William F. Quinn announced today the hiring of Johnny M. Priest as the new President of Contracting Enterprises Incorporated (“CEI”), a wholly owned subsidiary of Argos Utilities based in Roanoke, Virginia. Additionally, Mr. Quinn announced the expansion of CEI’s electric utility construction and maintenance business into the Southeast United States. CEI will also be expanding its power line construction and maintenance services from its historical underground distribution focus to include overhead distribution, substation and transmission work which will be performed by the newly formed Overhead Power Division of CEI.

Quinn said that while several existing companies perform similar services in the Carolinas and Georgia, the vision for CEI is of an organization that provides exceptional value to its utility clients, including municipalities and electric cooperatives, by employing only the highest quality personnel that are motivated by a unique pay structure, advancement opportunities, and a dynamic all-inclusive approach to providing the best customer service. The CEI Overhead Power Division will be built around the integrated organizational values of safety, quality, customer care, and environmental excellence.

Other key members of the CEI -Overhead Power leadership team include Dan Houston, Division Operations Manager, and Charles Teal, Operations Superintendent. All of these gentlemen are natives of the Carolinas and have a long successful history in the utility contracting business. The combined electric utility experience of this leadership team totals over 120 years. Also Mr. Priest and Mr. Houston have spent a significant amount of time working with electrical utilities and contractors around the United States and in several foreign countries.

Argos Utilities’ Subsidiary Appoints New Vice President

Bethesda, Maryland – Argos Utilities Corporation (“Argos Utilities”) announced on March 7, 2008, that its subsidiary, Contracting Enterprises, Incorporated (“CEI”) has appointed J. Edward Glover, Jr. as its new Vice President replacing Lucian Y. Grove, Jr., who has decided to devote more time to his medical practice while remaining part of CEI’s management team on a part-time basis.

Glover, who spent 36 years in various positions (including Supervisor of Distribution Systems) with American Electric Power Company’s subsidiary Appalachian Power Company, joined CEI in March 2005. Since joining CEI, Glover has served as CEI’s Director of Operations. Ed Baker, President of CEI, said “I am very happy to promote Eddie to Vice President of CEI. CEI’s growth plans require a broadening of its senior management team and Eddie’s promotion goes a long way towards accomplishing that goal.”  “I am pleased that Ed Baker has shown confidence in my capabilities and I look forward to successfully implementing the Company’s growth plans,” Glover said.

September 4, 2007 Argos Utilities Appoints Chief Financial Officer

Bethesda, Maryland – Argos Utilities Corporation (“Argos Utilities”) announced on September 4, 2007 that it has appointed Dena Chapin Nolte as its new Senior Vice President and Chief Financial Officer. Dena joined William F. Quinn, President and Chief Executive Officer, Brian Quinlan, Executive Vice President, and Al Slepian, Senior Vice President and General Counsel to strengthen the senior management team of Argos Utilities.

Nolte has over 20 years of experience in accounting, financial reporting and financing, having begun her career with the Reznick Group, P.C. accounting firm. Most recently, Nolte was Worldwide Controller of W.R. Grace’s Davison Division. Prior to W.R. Grace, Nolte served in various positions over 14 years at PG&E National Energy Group, completing her tenure in 2005 as Director, Corporate Consolidation and Reporting. Nolte holds a Bachelor of Science degree in Accounting and a Masters of Business Administration, both from the University of Maryland.

June 8, 2007 Argos Utilities’ Subsidiary Appoints New President

Bethesda, Maryland – Argos Utilities Corporation (“Argos Utilities”) announced on June 8, 2007 that its subsidiary, Richardson-Wayland Electrical Company LLC (“Richardson-Wayland”) has appointed Ron Magee as its new President and Chief Operating Officer. William F. Quinn, President and Chief Executive Officer of Argos Utilities had been performing this function since Argos Utilities acquired Richardson-Wayland in July of last year.

Magee, who has spent nearly 35 years in the electrical contracting business, rejoined Richardson-Wayland in August 2006 after a 15 year absence during which he worked at various transmission and distribution service companies including Penn Line Service, Inc., Harlan Electric, and Asplundh Construction Company. Since August, Magee has headed Richardson-Wayland’s transmission and distribution services departments. Mr. Quinn said, “I am very pleased to promote Ron to this new leadership position at Richardson-Wayland. I am highly confident that Richardson-Wayland will thrive under his experienced guidance.”  “I appreciate the confidence that Bill Quinn has shown in me with this promotion to President and COO,” Magee said. “I look forward to growing our business and providing value to our customers and shareholders alike.”

February 16, 2007 Argos Utilities acquires Contracting Enterprises, Inc.

Bethesda, Maryland – Argos Utilities Corporation (“Argos Utilities”) announced on February 16, 2007 its acquisition of Roanoke, VA based Contracting Enterprises, Incorporated (“CEI”). CEI, in business for over a half century, provides utility construction services under long term agreements to electric and gas utilities throughout Virginia, West Virginia and Tennessee including American Electric Power (NYSE: “AEP”) and Roanoke Gas Company (NASD: “RGCO”).

The entire management team and organization of CEI will remain intact and join Argos Utilities’ growing portfolio of utility service companies including Roanoke, VA based Richardson-Wayland Electrical Company LLC (“Richardson-Wayland”). July 12, 2006 Argos Utilities acquires Richardson-Wayland Electrical Company LLC

Washington DC – Argos Utilities Corporation announced the completion of a private equity investment by Cadent Energy Partners I, L.P. Cadent provided a $30 million equity commitment to Argos Utilities Corporation, a newly formed company that will serve as the platform for an acquisition and growth strategy within the electric transmission and distribution services market initially focused in the southeastern United States. A portion of the equity commitment was used at closing to fund the acquisition of Richardson-Wayland Electrical Company LLC based in Roanoke, Virginia. Founded in 1913, Richardson-Wayland Electrical Company LLC provides transmission, distribution and traffic signal services to customers including Dominion Power Company and the Virginia Department of Transportation.

William F. Quinn, previously the president of The Shaw Group Inc.’s Transmission and Distribution Services Division, which included Shaw Energy Delivery Services Inc., (formerly Duke Energy Delivery Services Inc.) will serve as President and CEO of Argos Utilities Corporation. Brian P. Quinlan, previously vice president of The Shaw Group Inc.’s Transmission and Distribution Services Division, will serve as Executive Vice President and CFO of Argos Utilities Corporation. Alan W. Slepian, previously Assistant General Counsel of PG&E Corporation’s National Energy Group, will serve as Senior Vice President and General Counsel of Argos Utilities Corporation. The entire management team and organization of Richardson-Wayland Electrical Company LLC will remain intact and form the foundation for Argos Utilities Corporation’s growth strategy.
